Message from HDC President Eric Enderlin

Dear Partners,

I am pleased to present to you HDC’s 2022 Annual Report.

As we reflect on some of the successes of the past year, I want to thank all of you - our valued partners and colleagues across the affordable housing community - for joining us as we work together to confront a growing affordability crisis and ensure a strong and lasting recovery for our city.  

Last year, we welcomed a new Administration, and I was honored to be appointed by Mayor Adams to continue to serve as HDC President. HDC proudly partnered with the City to develop “Housing Our Neighbors: A Blueprint for Housing and Homelessness” – a plan for tackling our city’s affordable housing crisis that for the first time puts public housing residents and those experiencing homelessness front and center. The Housing Blueprint takes a more holistic approach to the housing ecosystem, building upon the truly transformative work that HDC has long done in partnership with HPD, NYCHA, and so many other agencies across city government that are dedicated to creating a more affordable and equitable New York.  

Our 2022 report highlights several milestone achievements on the affordable housing front, as well as significant progress towards our commitments as the key financing partner on the NYCHA PACT program.  To make this all possible, HDC issued more than $2.1 billion in bonds and other debt obligations and dedicated more than $134 million in corporate reserves to help bolster our city’s affordable housing supply and restore the health and quality of our public housing stock. As a result, we once again ranked among the top bond issuers in the nation, leading as the #1 issuer in multifamily housing revenue bonds and among the top 25 overall municipal issuers nationwide.

All of this progress is a tribute to the diligence and creativity of the entire HDC team who continue to work tirelessly to ensure that as many New Yorkers as possible have a safe, affordable place to call home.  

On behalf of the team at HDC, I want to thank all our partners for joining us in this important work at such a critical moment in our city’s history. As we look forward, I remain confident that aligned with a shared sense of purpose and urgency, we can continue to meet the challenges ahead.

Looking Ahead

Amidst challenging economic circumstances, HDC worked diligently throughout the year to ultimately close 21 transactions ensuring the creation and preservation of affordability for more than 4,800 households across the city. Projects include new construction developments like Throop Corners in Brooklyn and the preservation of affordability at projects like Joe Uptown in Manhattan.

We also continued to invest in our public housing stock with projects like Harlem River where more than 1,400 residents will benefit from guaranteed affordability, tenant protections, as well as much-needed apartment repairs and building improvements.

We look forward to joining our partners in welcoming residents to their new homes at these and other soon to be completed projects in the months and years ahead.

Throop Corners

Throop Corners is the first of a three-phase development plan to bring 400 units of affordable housing across 5 Passive House buildings to the formerly City-owned Broadway Triangle site. Throop Corners will include 139 units of deeply and permanently affordable housing, with 14 units designated to formerly homeless families, in addition to commercial and community space.

JOE Uptown

JOE Uptown involved the substantial rehabilitation of 9 buildings spread across Sugar Hill and Central Harlem neighborhoods of Manhattan comprising 115 deeply affordable homes and two commercial spaces. 10% of the units will be reserved for formerly homeless households upon turnover. Scope of work includes façade, stoop, and metal repairs, roof replacements, with some buildings receiving new boilers and kitchen bathroom renovations.

PACT Harlem River is a public housing portfolio comprising 693 apartments across 8 NYCHA buildings. Residents will benefit from improvements to the site, common areas, community facility, new security systems, building exterior improvements, replacement of building systems, extensive electrical, mechanical, plumbing upgrades, and full renovation of apartment interiors. Presbyterian Senior Services, a multi-service nonprofit agency, will provide supportive services and programming including individual family social work assistance, arts and crafts classes, health and fitness activities, caregiver support groups and monthly health screenings.
